Maybe about a 2 hour soaking of a gentle rain on Earth Day? Something light, in the areas of that are steadily dryer and dryer climates? For life giving water?
Nothing heavy that may cause accidents.. Or flood out animals homes..
Just a steady light rain?
To give animals and plants (AND US) a bit more to drink.
Maybe late at night when not so many ppl are on road ways?
What do you think?

I'm down....write us a chant, and time of day to focus (1-3am perhaps?) what about a specific location?...southern TX for instance.

Same chant with altar symbolism and map could work.
Maybe try something quite ancient - ill have a look
Where do people want the rain (?southern texas) - and when? (?choose season? Or now?).

It's snowing here. Again. I'd prefer rain, although I guess we got that last night before the temperature dropped. I had to chip the car out of an iceberg.

Hey, so...here is the ingredients,.. a blue Altar cloth with a nice big bowl of water, a picture of Texas, some sword ferns..2 really nice long ones and other for decor (or bracken fern), a small dish of rice, a cotton ball (must be pure cotton) a blue candle, sandalwood incense, an apple and a chalice of water. We can do our Rite at some point of the day on Earth day.
We should concentrate on this gentle rain to occur in the week after the Rite, (I think trying to narrow it down to specific hours of one day may be pushing our luck)
THE RAIN RITE:
Cast your circle as usual...
sandalwood burning in the thurible...
Light the candle and place it on the picture of Texas, say something like... o' lamp of art, illuminate the dark...we sent our light, on this night ...to the fair state of Texas.
now place some of the cotton and some of the fern on the incense burner and read through the chant, thrice.
Gentle rain! gentle rain!
fall upon the Texas plain...
poofy clouds build up there first,
heal the ground, quench her thirst...
tiny drops on Earth are drumming,
water in the week upcoming...
Next, pick up your sword ferns, one in each hand, and dip them in the water
start moving around your circle in a clock wise manner and sprinkle a bit of the water about, as you recite the chant and dance around the circle...be creative in your dance, I tried to make the chant very methodical so you could get very tribal if you want. Keep dipping and chanting and sprinkling and dancing, Raise as much energy as you can, then when you feel your energy is about to spike, grab the rice and throw it up in the Air!!! ( hopefully, as you speak the last line!)
that is your climax...visualize this magic happening...gentle rain...that is all..now place your palms on the Earth and ground out any excess energy.
Now (if you do a modified great rite do that now), thank the Goddess and drink the chalice of water...offer some to the Earth, Thank the God and eat the apple...offering some of it to the Earth. Close your circle in the usual manner.
note:

I only just saw it before I saw this one - now I get it. You did a really good job of this - I like it a lot. Herding cats indeed. Definitely going to try it at home after the family camping trip

If we start in one place and draw the rain clouds towards
your area, then the next area, and the next...
Pull it around the planet hoping it can pick up enough water
