It depends on who is doing it and their source of power. It can be dangerous for the victim and the voodooist. The right person can send it right back at you.

voodoo is just another form (branch, path, variety) of magic. No more dangerous than any other.

Creating a poppet is another act of focus and coorespondance (making an object and connecting it to the subject) within many branches of sympathetic magic.
Adding hair, nails, a photograph? Just more layers of coorespondance.
