Can you use out of date herbs if you don't intend to ingest them, like for making scented oils or similar uses?

sure can, but most of the volatile oils may have evaporated.

However, if they're properly dried herbs, and properly stored, they should last a few years at least.

When they lose their individual scent it's time to compost.
