NO,

divination is not a clear-cut art.
I would go on to say there is always room for error... the tarot is not a definite, crystal ball reading is not a definite, the pendulum is not a definite.
DIVINATION IA NOT ALWAYS CORRECT, is more a rule of thumb or a guideline. Thank God nothing is written in stone...ya know? It give us insight and way to move but we must always be prepared for the universe to take a turn.
Also, you have said you are very new to this. I re-read your post and you do not mention qualifying the pendulum and programming it. You must make a relationship with the tool before you can expect to be relatively trustworthy to you. Most people do not just (give it a bath) then jump on a horse and go...you need to spend some time with it, get a little mutual respect and knowledge of each other before you take off.
To program the tool ask many, many questions that you DO know the answer to, yes or know... If it is going all wonky put it down and try later. (an hour, a day, a week whatever) Keep doing this until when you do pick it up, the answers are more consistent. Do not ask it anything you really wish an answer to until you have a good relationship with your pendulum.
Please re-read this whole thread, (all 4 0f them now) there is a lot of great thoughts and links here. Those of us who struggle with ADD need to read things over and over. Sometime in small portions, Digest...continue.

My pyschiatrist was telling me that anxiety over the answer, or fear over the answer can cause your hand to move in the way you fear (if youre in a bad state of mind). Do you think that can happen?

Is that one of the reasons why it is recommended not to use the pendulum when one is under emotional distress?

Yes is can be a reason, but you did not have a relationship with your pendulum, So how can you expect it to tell you anything?

Well how long do I have to bond with it? Does putting in herbs ror a few hours and laying it under my pillow for a few days count?

Newton's third law states that for every action, there is an equal and opposite reaction. You will get exactly as much effort from the pendulum, as what you put into it.

Thank you everyone for trying to help; I am not trying to be a pest or waste anyone's time. It's just my mind tends to harp on things.

I will give you the list of factors i believe may have caused it. Please to the best of your knowledge let me know if these are valid factors of misusing it?
1. Fear or anxiety over question- (if one has fear over the answer of the question being posed, the hand may subconciously move in the direction one fears)
2. Not bonding enough with the pendulum, or cleansing it properly. (In my case, i only cleansed it in herbs for a few hours and kept it near me for a few days).
3. The pendulum not being steady and constantly swinging
