The runes either side the arrow are called othila, representing ancestory, genetics, and inherited property. The arrows name is Teiwaz representing victory, masculine energy and the tune of a warrior. The rune above is alike to inguz however it has extra lines next to it, unsure of what they represent. Inguz represents fertility, love, music and harmony. It's entire meaning is whatever you feel from its combination. What is its significance of having two othila runes with Teiwaz in-between? Is that combination to you? Is it pressure on the middle rune? Typically a rune layout like that is middle rune being the present, the rune to your right the future and the tune on the left the past. Usually there is another rune below that represents what you can change about your future, with the above rune being what you can not change

Possibly the additional line to Inguz meaning another layer of one aspect of it but not another. For instance because of its meaning of love and life , the additional layer could be about either it's counterparts of loss and death or more about love or life relating to your situation
